Kevin Kelly Partner Washington, D.C. Based upon more than four decades of hands-on experience, Kevin helps clients achieve optimal outcomes before the Federal Government, gaining success for companies and investors. He does this through asymmetric approaches to overcome challenges and barriers by Congress and the Executive Branch. He has proven experience working across Federal agencies and possesses a deep understanding of the annual appropriations process, with a nearly four-decade heritage and expertise in space policy, programs and funding. Prior to joining Actum, Kevin led the Government & Regulatory Affairs unit of an international law firm. There, he devised and executed creative, bi-partisan strategies to increase capture of Federal funds, approaching the budget and appropriations process to help clients increase profitability, probability of winning grants and contracts, and build long-term financial stability by growing Federal programs of record. Kevin has represented some of the nation’s highest-profile Federal space, defense and science entities ranging from established OEMs to start-ups and mid-market entities, as well the leading non-profit enterprises that support civil and military space. In government, Kevin served under legendary U.S. Senator Barbara Mikulski (D-MD) as her first clerk on the Senate Appropriations Committee, running the Committee’s second-largest subcommittee that oversaw NASA and the National Space Council. The Subcommittee’s work and agenda was a central focus in “The Cardinals of Capitol Hill,” a 1993 book focused on the Congressional Appropriations Committees control of federal spending.
